7th Pay Commission Increment Day & Date

With the rollout of the 7th pay commission, central government staff can now look forward to two distinct types of increments. The first is the annual increment, and the second is linked to promotions. These increments are awarded on set dates—specifically, January 1st and July 1st each year. The calculation for the annual increment is based on the vertical cells within the applicable Level of the Pay Matrix.

Employees will receive their annual increments on either January 1st or July 1st, depending on when they were appointed, promoted, or received financial upgradation. This represents a shift from the earlier system where increments were solely granted on July 1st. Moreover, under the Modified Assured Career Progression Scheme (MACPS), those who were appointed, promoted, or upgraded financially between January 2nd and July 1st will see their increments effective from January 1st.

Is it compulsory to be present on increment day?

Should a government employee find themselves on leave on the pivotal date of July 1, 2024, when the yearly pay raise is scheduled, this situation will indeed affect their salary increase. The reason for this is that individuals on leave receive a leave salary rather than their standard salary for active duty. Consequently, any increment earned during their leave cannot be accessed until they return to work.

Per the directive from the Department of Personnel and Training (DoPT), dated February 16, 1989, if a government employee is on any type of leave at the time of the increment, the new pay rate will only take effect once they resume their duties. It’s important to note, however, that this does not change the schedule for their future regular increments. In a more somber context, if a government employee tragically passes away while on leave and entitled to leave salary, the increment that would have been effective during their leave period up to the date of death is granted retroactively from the due date without requiring their return to work.

Annual Increment for Central Govt and Railway Employees 2024

The introduction of the 7th Central Pay Commission’s suggestions has sparked discussions about the Date of Next Increment (DNI) for employees who received promotions or financial upgrades, including those under the Modified Assured Career Progression (MACP), effective July 1, 2016. Their salaries were adjusted on that same date based on the established pay fixation guidelines related to promotions.

Issue 1: For employees promoted on July 1 and whose salaries were set with two increments, a question arises: should the next increment occur on January 1 or July 1?

Issue 2: There’s also the matter of how the next increment is calculated for employees who are promoted or receive financial upgrades on dates other than the annual increment date, and who opt to have their salaries fixed under FR 22(1)(a)(1).

It’s important to highlight that the Department of Personnel & Training provided clarification in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017. This document detailed the options for salary fixation when promoted from their DNI in a previous position and explained the process for setting salaries from the DNI if selected, in accordance with the CCS(RP) Rules, 2016. This guidance was also adopted by Railways as noted in the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).

Grant of Annual Increment for Retiring on 30th June

Employees of the Central Government who retire on June 30th or December 31st are entitled to a hypothetical increment. The Department of Personnel and Training has released an official directive concerning the annual increments for those retiring on June 30th. It has been made clear that those who retire on the final working day are not eligible for the increment that would be applicable the next day. Nevertheless, the Supreme Court has determined that individuals retiring on either June 30th or December 31st are eligible for one annual increment, calculated based on their length of service up until their retirement date.
