One of the key updates in this policy highlights the lifetime limit on car purchases. Under the new rules, Defence Personnel in pay levels 3 to 5 can now buy up to four cars over their lifetime, whereas those in pay matrix levels 6 to 9 are permitted to purchase as many as five cars throughout their lives.

The revised benefits across all pay matrix levels have been meticulously defined to promote a just and clear procedure for acquiring vehicles. Additionally, the refreshed car purchasing framework now includes officers from Ordnance Factories, broadening the range of individuals who can take advantage of this initiative. Importantly, changes to the process of buying a vehicle through CSD AFD have been introduced in 2024, highlighting the necessity for all Armed Forces members to be well-acquainted with the steps involved in obtaining a car from the CSD Canteen.
2024 New CSD Car Policy for Other Ranks (ORs)
Individuals who hold the Sepoy rank or its equivalent in the Indian Air Force and Indian Navy (covering pay levels 3A to 5) are subject to particular guidelines regarding their CSD Car Eligibility and benefits when it comes to purchasing vehicles from the Canteen Stores Department (CSD). This includes current service members, retired personnel, widows, and their dependents. For those in pay levels 3 to 5, which encompasses active and retired Armed Forces members, pensioners, widows, and their next of kin, the upper limit for buying a CSD vehicle is set at 8 lakhs, not including any applicable taxes.
Each qualified individual is allowed to buy up to four cars throughout their lifetime. The first vehicle can be purchased after a minimum of five years of service, followed by an enforced waiting period of eight years before acquiring any additional cars. In the event that a widow of a pensioner wishes to benefit from this car purchase entitlement, she may do so using the remaining allowance from her deceased spouse.
Nevertheless, if the deceased had already utilized the full entitlement for four vehicle purchases during their lifetime, the widow cannot claim this benefit. It’s crucial to note that there must always be an eight-year gap between the purchases of two vehicles, underscoring the importance of careful resource management and equitable distribution of privileges within this specific group.

The updated policy for Non-Commissioned Officers (NCOs) in the Indian Army, as well as Subordinate Majors and comparable ranks in the Indian Air Force and Navy, introduces a new benefit that permits Defense Personnel in pay grades 6 to 9—mainly Junior Commissioned Officers (JCOs)—to purchase up to five cars over their lifetime via the Canteen Stores Department (CSD) Armed Forces Depot (AFD) online platform. This opportunity is also available to retired service members and their widows, allowing them access to this privilege.
Service members can buy their first vehicle after completing five years of service, with a required waiting period of eight years before they can acquire additional cars. This new policy represents a notable enhancement from the earlier restriction, which limited car purchases to three. Moreover, each vehicle can be procured with a budget of up to 10 lakhs (excluding taxes), reflecting a strong commitment to supporting and honoring the sacrifices made by our military personnel and their families.

Those who have devoted themselves to the military, such as retirees, spouses of deceased servicemen, and their relatives, are classified within Pay Levels 10 to 18. Each qualified person may take advantage of this benefit once every eight years, enabling them to travel with ease and comfort.

The CSD Car Eligibility Policy for 2024 applies to both active and retired civilian officers who receive defense compensation at pay grades 11 to 18, as well as family pensioners. These individuals are eligible for a vehicle purchase benefit that can reach up to INR 20 lakhs, not including taxes. This benefit is available for use once every eight years by those who qualify.

CSD Car Eligibility for Electric Vehicles: The 2024 CSD Electric Vehicle (EV) Car Policy has undergone changes to provide a unique benefit for military members opting for an EV for the first time. Under the revised guidelines, these individuals can now acquire their next vehicle after a reduced duration of six years, instead of the traditional eight-year period. However, it is crucial to understand that any additional vehicles can only be purchased after waiting a complete eight years.
CSD Car Eligibility for Agniveers and Students of Military Schools
The Canteen Stores Department, or CSD, provides access to its services for Agniveers, students enrolled in Sainik/Military Schools, and Officer Cadets undergoing training at various academies. Both Agniveers and Sainik/Military School students, as well as those from RIMC, can enjoy the benefit of purchasing grocery items valued at up to 3,500 rupees each month through the use of Steel Cards. Newly commissioned officers and Agniveers are issued grocery and liquor cards at their respective training centers once they complete their training. Additionally, Officer Cadets at these training academies receive a ‘Personalised CSD Smart Card’, which enables them to buy groceries worth up to 5,000 rupees monthly and AFD-II items totaling up to 20,000 rupees annually.
